League of Legends patch 10.23: Everything coming in Season 11's preseason update

The League of Legends patch 10.23 has landed, and we’ve got all the Season 11 preseason patch notes and balance changes for LoL fans to dig through in time for the major overhaul.

League of Legends is changing forever heading into its eleventh year. Riot has a huge LoL item overhaul planned, they’re adding two new stats ⁠— ‘Ability Haste’ and ‘Omni Vamp’ ⁠— and are tweaking the jungle again in Season 11.

Plenty of changes to items, champions, and runes have come and gone on the PBE over the last few weeks ahead of LoL patch 10.23 finally being locked in.

The League of Legends ranked climb is about to start again in Season 11.

League items Season 11 overhaul

Mark ‘Scruffy’ Yetter  revealed exactly what to expect in League patch 10.23 — the long-awaited Season 11 preseason update — in a post on Twitter on Nov. 2. These include “23 mythic items, 13 legendary items, 9 epic items,” and 28 classic item reworks.

The idea with these Mythic items is to give players a much clearer sense of what to build up to and what those items will let your champion do.

Riot previously explained that they wanted to keep about a third of all items the same, update another third, and make the final piece composed of completely new items for people to contend with.

“Mythic items are the cornerstones in your builds with big effects that define your playstyle from game to game,” Riot producer Jessica ‘Safelocked’ Nam said.

Over half of League’s items are going to be reworked in Season 11.

The Ability Haste overhaul has officially been locked, meaning ‘CDR’ (cooldown reduction) has been removed.

Jungle items are also being replaced. New “jungle starters” will now make up options for League’s roaming characters on Summoner’s Rift, with further details on these coming soon.

Eight different runes will also be adjusted in League patch 10.23, to add “new variance” in rune build paths.

Yetter also confirmed 13 champions would be adjusted to fit them into the new Item Rework coming in the Nov. 11 update.

These changes would be shipped alongside a further 30 mana changes for LoL champions, some of which are specifically designed for the Ability Haste swap.

Katarina is one League champion getting a big boost in the Season 11 preseason.

According to Yetter, the game’s notorious ranked promos has been scrapped entirely. This leaves the ranked system as an open rank-up/rank-down ladder.

Riot also added a “rank informed matchmaking” system, that should pair players together in a “smarter” way.

League players will no longer be able to duo-queue in Master tiers now either. This was previously only the case in Challenger, the game’s top rank, but Riot decided to extend it all the way down to Masters and Grandmasters as well.

The ability to duo queue in LoL ranked from Iron to Diamond will remain the same.

Ranked promotion series are on their way out in League of Legends Season 11.

RIOT: “Cooldown reduction was more valuable the more of it you got. Every percent reduced your cooldown by the same amount – say, one second off a 100 – second cooldown. That one second didn’t change even as the cooldown shrank. For that same 100-second cooldown, your 31st point of CDR took one second off the remaining 70-second cooldown, which is more than 1%. As such, CDR had to be capped at 40% to avoid going out of control, locking you out of a lot of items once you reached that cap.

Every point of ability haste lets you cast 1% faster. On paper, that makes it look like it gets less valuable the more you have because your cooldown shrinks by less and less each time. It’s actually the same amount of power. 50 ability haste lets you cast an extra half a spell during the original cooldown. The next 50 gets you to a full extra cast (100% faster). If you get another 100 ability haste, you get another whole cast (200% faster). This linear scaling allows us to remove the cap, so you can buy as much as you want.”

Ranked Updates

RIOT: “This preseason, we’re making a couple updates on the Summoner’s Rift Ranked system to make sure the placement process and climb is as informed and intuitive as possible.

First, brand new accounts entering Ranked for the first time will now take into account additional variables to ensure a more accurate original placement.

Next, in order to smooth out progression speed bumps, we’re removing promotion series for interdivision transitions. This means that going from division IV to division I for any given rank will be automatic when you reach 100 LP, and any additional LP rolls into the next division. Consequently, demotion protection between divisions will also be removed so that losing a game at 0 LP will result in moving down a division.

Last but not least, we’re removing the ability to duo queue at ranks Master and above to highlight competitive prowess and improve matchmaking at the top of the ladder.”

League Client Updates

Summoner spell and ward skin selections have been reimplemented to reduce memory leaks. The associated animations in champ select have been removed as part of this work.
